Upgrade GitHub Actions to latest versions
- Upgrade actions/checkout from v3 to v4
- Upgrade azure/setup-helm from v3 to v4
- Upgrade actions/setup-python from v4 to v5
These upgrades address Node.js runtime deprecations and ensure
compatibility with the latest GitHub Actions infrastructure.
